言語を学ぶと海外に友達ができます。電子的なやり取りだけでなく、手紙やプレゼントなど送るのが楽しくなってきました…が、そんな中で起こった悲劇、またその後の対策を紹介します。
Learning a language helps you make friends worldwide. It’s become fun not only to communicate online but also to send letters and gifts… However, I’d like to share a tragedy that occurred in the process, as well as the steps I took afterward.
トルコ宛にプレゼントを贈る
これまで新茶の季節になると新茶と一緒に日本のお菓子を世界中の友人たちに送っていました。簡単なものでも大変喜んでもらえるし、私自身も楽しいのです。今年もいつものようにお茶とお菓子とその他雑貨を送ったのですが、問題発生。トルコに送った荷物が返送されてきました（泣）実は2026年2月6日より、トルコの輸入に関する法律が改定され、金額関係なくすべての荷物に関税がかかるようになりました。つまり、通関が必要になります。
実はサクさん、事前にそれは知っていたのですが、日本郵便に何度も確認し、AIと何度もPTTウェブサイトと郵便に関する法律を検証し、発生しうる金額を計算して、おそらく大丈夫だろうということで送りました、が、残念ながら無理だった…

6月16日にすぐに友人に連絡しました。「受け取り拒否したの？」友人曰く、拒否してない、郵便局から電報が来て手続きをしようと思ったけど連絡が取れないまま返送になった、と。
一体なぜ返送になったのか
私はしつこい性格です。その後どうにか返送差し止めにならないか、どうして返送になったのか、どこに問題があったのかを徹底的に調べました。結果からすると、以下のプロセスは全部無駄です。情報共有だと思ってお読みください。
・日本の郵便局で国際郵便調査請求を提出
荷物が返却や紛失した場合、日本郵便を通して相手の国に調査依頼をすることができます。1週間ほどで回答がもらえますが、どんなに日本郵便が丁寧な仕事をしてくれていたとしても、返事は「受取人が拒否したため」の一言で終わり。
・トルコ郵便局PTT、トルコ税関に問い合わせ
PTT公式カスタマーセンター、アポスティーユサポート、国際郵便部門、PTT顧客サービス、PTT地方税関等々送れるだけ問い合わせメールを送りました。パンフレットをくれたり、インボイスをつけろと言われたり、法律で決まったことと言われたり。
ここでようやく提携通関業者への連絡が必要ということがわかりました。税関からのメールには以下の情報が記載されていました。
・越境ECの脅威からトルコを守るための措置であること
・値段に関わらず輸入手続きが必要になること
・1500ユーロを超えない医療品や栄養補助食品は簡素化された通関手続きの対象となること
・検査・分析用品、国内の製造業者や輸出業者が必要とするサンプル、印刷物、郵便、旅客手荷物、教育用品は簡易通関の対象となること
などなど
また後に返送処理までの詳細な経緯の記載されたPDFが送られてきました。
・再送を念頭に他の郵送会社に問い合わせ
色々問い合わせをしたのですが、どこもトルコ宛の荷物の問題については言及しませんでした。
しかし、P社より丁寧なお電話を頂きました。P社でも何度かトルコ宛に発送したが通関できず、クレームに発展してしまったので今は引き受け中止しているとのことです。自分だけじゃなかった、と思いリスクの高い再送をあきらめることに。
どうすればよかったのか
返送処理になって数日後、友人がようやく受け取った電報の写真を送ってくれました。遅いわ！
トルコに荷物を送るとメールまたはこのような電報が届きます。そこに書いてある連絡先に受け取りを依頼するのですが、記載の2つの電話番号は何回かけてもつながりません。なので記載のメールアドレス（istanbul-tasragumruk@ptt.gov.tr）にメールを送ります。すると、PTTと提携している通関業者Gündoğdu Global Gümrük Müşavirliğiから連絡がきます。そして通関依頼をするのですが、関税がいくらかかるかが結局わかりませんでした。通関業者からのメールによれば、最低税関コンサルタントサービス料金3,984.00 TL、印紙税1,650.00 TLかかるとか。Redditで調べると2万とか3万とか送った荷物の何十倍もの関税がかかるとの噂。今回は何もしなかったので返却となりましたが、通関手続きをしようとして高額で払えなかった場合、処分になる可能性もあります。
トルコにプレゼントは送れないのか⁉
実は関税がかからないものがあります（今のところ）。それが本です。発送時にEMSなどと同様に伝票は作らなければなりませんが、普通の郵便として送ることができました。私が送ったのはこれ↓
こちらは何の問題もなく無事に届きました。通関手続きなしです。また、ポストカードや手紙もちゃんと届きます。
トルコだけでなく、EU圏でも海外からの荷物の受け取りが段々と難しくなっているそうです。手紙とか個人的なプレゼントとか、どうにか送り続けられる方法を残してくれることを願います。
ちなみに、もし食べ物を送れる国であれば、ブルボンのルマンドが大変喜ばれますよ。
Sending a Gift to Turkey
Each new tea season, I’ve sent Japanese sweets and tea to my friends overseas. These simple gift makes them happy and I also happy. This year, as usual, I sent tea, sweets, and other items—but a problem arose. The package I sent to Turkey was returned (´;ω;｀). 6-Feb ’26, Turkey’s import laws were revised, and now customs duties are imposed on all packages regardless of value. Customs clearance is required.
Actually, I knew that beforehand, but I checked with Japan Post several times, checked the PTT website and postal laws repeatedly with AIs, calculated the potential cost, and sent it thinking it would probably be okay—but unfortunately, it didn’t work out…
Here’s a timeline of what happened. Nothing changed for 11 days after arriving in Turkey, and then suddenly it was returned‼ Huh⁇

On 16-Jun, I immediately contacted my friend. “Did you refuse to accept it?” – “No, I didn’t. I received a telegram from PTT and tried to process it, but they didn’t answer the phone, and it was returned.”
Why on earth was it returned?
I’m quite persistent. I thoroughly tried to stop the return shipment and investigated what had happened. After all, the following steps are unnecessary. Please read this simply as a way to share information.
・International mail investigation
If a package is returned or lost, you can request an investigation through Japan Post. After one week, deespite Japan Post’s diligent service, the only response was that “the recipient refused the package.”
・Inquired with PTT and Turkish Customs
I sent every possible inquiry email, PTT Official Customer Center, the Apostille Support Desk, the International Mail Division, PTT Customer Service, PTT Regional Customs, and so on. Some sent me brochures, others told me to include an invoice, and still others said it was a legal requirement.
Then, I finally realized we needed to contact PTT partner customs broker. The email from Customs contained the following information:
・This is a measure to protect Turkey from the threat of cross-border e-commerce.
・Import procedures are required regardless of price
・Medical products and dietary supplements not exceeding 1,500 euros are subject to simplified customs clearance
・Inspection and analysis supplies, samples required by domestic manufacturers or exporters, printed materials, mail, passenger baggage, and educational supplies are subject to simplified customs clearance
and so on
Later, I also received a PDF detailing the entire process, including the return procedure.
・Consider resending from other companies
I made inquiries with several companies, but none of them mentioned any issues with shipments to Turkey.
However, I received a very courteous phone call from Company P. They explained that they had shipped to Turkey several times in the past but were unable to clear customs, which led to customer complaints, so they have since stopped accepting such shipments. Realizing I wasn’t the only one facing this problem, I decided to give up on the high-risk reshipment.
What should I have done?
A few days after it was sent back, my friend finally sent me a photo of the telegram he received.So slow!
When you send a package to Turkey, you’ll receive an email or a telegram like this one. You’re supposed to contact the numbers listed there to arrange pickup, but no matter how many times I called the two phone numbers provided, I couldn’t get through. So, I sent an email to the address listed (istanbul-tasragumruk@ptt.gov.tr). Then, I received a response from Gündoğdu Global Gümrük Müşavirliği, a customs broker partnered with PTT. I then requested customs clearance, but in the end, I still didn’t know how much the customs duties would be. According to the email from the customs broker, there is a minimum customs consulting service fee of 3,984.00 TL and a stamp duty of 1,650.00 TL. When I looked it up on Reddit, there were rumors that customs duties could amount to tens of times the value of the shipment—as much as 20,000 or 30,000 TL. Since I didn’t take any action this time, the package was returned, but if you attempt to go through customs clearance and are unable to pay the high fees, there’s a possibility the package could be disposed of.
Can’t I send a gift to Turkey⁉
Actually, there are some items that aren’t subject to customs duties (for now). Those are books. Although you have to fill out a shipping form just like with EMS, I was able to send them as regular mail. Here’s what I sent ↓
This package arrived safely with no problems at all. There were no customs formalities. Postcards and letters also arrive without issue.
It seems that receiving packages from overseas is becoming increasingly difficult, not only in Turkey but also within the EU. I hope they’ll find a way to keep letters and personal gifts coming.
By the way, if you’re able to send food to that country, Bourbon’s “Lemond” cookies are always a big hit.
